EU demands legislation for enhanced visibility of algorithms from music-streaming platforms

The European Parliament is pushing for new regulations that will ensure fairness and transparency in the music streaming industry. The agenda aims to mandate streaming platforms to disclose their recommendation algorithms, a move that seeks to promote equity for European artists. In addition, the bill could potentially necessitate these platforms to reveal when songs have been generated by Artificial Intelligence. All these transformative changes are part of the Parliament’s strive to establish fair payment systems and enhance the prominence of European artists on music-streaming platforms, thereby promoting cultural diversity.

The call for transparency in streaming platforms’ algorithms is a step towards curbing unfair practices that could be linked to manipulating streaming figures to decrease artists’ fees. With a rise in music generated by Artificial Intelligence systems, there is a requirement to correctly label such music, as France’s Deezer started last year.

Moreover, the proposal also promotes fair revenue distribution among all artists involved in a recording. This aligns with efforts in Uruguay and France aimed at remunerating musicians fairly. Uruguay’s government has implemented a law to ensure “fair and equitable” pay for all parties involved in streamed music, while France has imposed a tax directly on streaming services to fund the French music sector.

SUPPORTER’s STATEMENT: Spanish politician and MEP Iban GarcĂ­a del Blanco highlighted that the European Parliament “gives voice to the concerns of European creators,” by necessitating transparent algorithms and fair use of AI tools in music streaming services.

OPPONENT’s STATEMENT: Contrary to the European Parliament’s Observations, Digital Music Europe, a representative group of streaming platforms like Spotify, Deezer, and SoundCloud, claims that music streaming boosts diversity and discovery of music. They insist that regulation is not necessary in the field of music streaming, proposing instead an in-depth analysis of diversity and artistic success in music streaming.
